A reply to Stuart Brown on how to understand the concept of learning.

Under a basic capital grant policy, every citizen receives a large capital grant as a right, typically in their early adulthood. Is BC part of the institutional framework of a just economy? Starting from John Rawls's discussion of just economic systems, this article clarifies Rawls's reasons for thinking we need to complement welfare state policies with property-owning democracy and/or liberal socialist policies. It then seeks to clarify the grounds specifically for BC as a particular policy of the property-owning democracy (...) type, and considers in depth what it adds to a policy of basic income. (shrink)

The freedom to create and disseminate pornography has often been defended based on a liberal claim that the free speech of pornographers would be violated if pornography were censored. The classic defense of free speech, given by John Stuart Mill, is often invoked to defend this position. In opposition, many feminist theorists have advocated arguments for regulatory measures against pornography. Some of these authors have also utilized the writings of Mill. They have argued that, contrary to the liberal (...) defense of free speech, Mill’s arguments are compatible with, or even require, the forced regulation of pornography. Logically, unless Mill’s writings are contradictory, they should not be invoked to support diametrically opposed positions. This paper investigates this apparent dilemma and argues that, contrary to the antipornography feminist position, Mill’s writings do not support pornography regulation. In fact, in a surprising twist, the arguments of anti-pornography feminists can, using the writings of Mill, be seen as strongly supporting the liberal anti-censorship position. (shrink)

In early 1864, disappointed by the response to his previous work, the young Manchester academic W. Stanley Jevons announced that he was undertaking a study of the so-called coal question: ‘A good publication on the subject would draw a good deal of attention … it is necessary for the present at any rate to write on popular subjects’. When Jevons's The Coal Question was published in April 1865, however, it received comparatively little attention and sales were slow. Jevons and his (...) publisher, Alexander Macmillan, then began sending complimentary copies to luminaries such as Sir John Herschel and Alfred Tennyson. In February 1866 the marketing campaign produced its first substantial return. Macmillan had sent CQ to William Gladstone who responded with letters to both Macmillan and Jevons, noting that the book had strengthened his ‘conviction’ on the necessity for reducing the National Debt. In April, John Stuart Mill praised CQ in the House of Commons, calling for action on the Debt and, three weeks later, as Chancellor of the Exchequer, Gladstone introduced the budget using half his speech to examine the Debt situation and referring to CQ in support for a proposed measure of Debt reduction. With the extensive publicity given to CQ following Mill's speech and the budget, Jevons had achieved his objective in writing the text which went into a second edition in 1866. On the face of it, CQ 's success was due to its effect of introducing a change in budget policy and this is the impression given by some accounts of the episode. (shrink)

This dissertation has two principle aims: To show that current arguments from proponents and opponents of the regulation of sexually explicit Internet content are unsound and to construct an argument against content regulation that avoids the failures of current arguments. ;The dissertation is organized into seven chapters. In Chapter One I provide background information on attempts to regulate sexually explicit materials and briefly outline the development of the Internet. Chapter Two examines the current regulation of obscenity on the Internet. Chapter (...) Three investigates the claim that the Internet should not be regulated due to the value of free speech. In this chapter I examine the claims that opponents of Internet regulation make and the applicability of the First Amendment to Internet speech. I argue that proponents' claims, which are often based on the arguments originally expounded by John Stuart Mill, fall short and are not sound. The next three chapters investigate arguments in support of regulation. These arguments include claims that an unregulated Internet can harm children, women and societal morals. I examine each of the arguments proponents give in support of regulatory action and argue that they are defective. Given the faulted nature of proponents' arguments, it is my conclusion that the arguments fail to justify Internet content regulation. ;Drawing on the conclusions offered in previous chapters, in the final chapter I offer a consequentialist argument against the regulation of sexually explicit Internet materials. Given that, as concluded in previous chapters, the arguments provided to prove that sexually explicit materials on the Internet are harmful fail, there will be little utility gained by regulation. In addition, in this chapter I outline the harm that will be produced by regulating the Internet and conclude that, overall, disutility will ensue if such materials are regulated. (shrink)

One of the most influential thinkers in the history of liberalism, he contributed widely to social theory, political theory and political economy. He has been called "the most influential English-speaking philosopher of the nineteenth century." Mill's conception of liberty justified the freedom of the individual in opposition (...) to unlimited state control. Mill expresses his view on freedom by illustrating how an individual's drive to better their station, and for self-improvement, is the sole source of true freedom. Only when an individual is able to attain such improvements, without impeding others in their own efforts to do the same, can true freedom prevail. Mill's linking of freedom and self-improvement has inspired many. By establishing that individual efforts to excel have worth, Mill was able to show how they should achieve self-improvement without harming others, or society at large. (shrink)

The Collected Works of John Stuart Mill was directed by an editorial committee appointed from the Faculty of Arts and Science of the University of Toronto and from the University of Toronto Press, and it was published from 1963 to 1991 in thirty-three hardcover volumes. The primary aim of the edition is to present fully collated, accurate texts of those works which exist in a number of versions, both printed and manuscript, and to provide accurate texts of those (...) works previously unpublished or which had become relatively inaccessible. Reissued here in its corrected second edition of 1864, this essay by John Stuart Mill argues for a utilitarian theory of morality. Originally printed as a series of three articles in Fraser's Magazine in 1861, the work sought to refine the 'greatest happiness' principle that had been championed by Jeremy Bentham, defending it from common criticisms, and offering a justification of its validity. Following Bentham, Mill holds that actions can be judged as right or wrong depending on whether (...) they promote happiness or 'the reverse of happiness'. Although attracted by Bentham's consequentialist framework based on empirical evidence rather than intuition, Mill separates happiness into 'higher' and 'lower' pleasures, arguing for a weighted system of measurement when making and judging decisions. The commentary,parts of which I have read in the English translation, is one extremely original and critic,in the scholar sense of the term, a result of a detailed knowledge of ethical works and other works of Mill; he uses the rich critical literature elaborated mostly in the last years and especially by English language philosophers. Mr. Muresan transmits (...) the spirit of this critical tradition; but he surpasses it at the same time with his own daring interpretations. His book is a subtle contribution to research on Mill and on ethics in general, being useful not just in Romania, but anywhere it may be accessible in the philosophical world. (shrink)

Reissued in its revised 1866 second edition, this work by John Stuart Mill discusses the positivist views of the French philosopher and social scientist Auguste Comte. Comte is regarded as the founder of positivism, the doctrine that all knowledge must derive from sensory experience. The two-part text was originally printed as two articles in the Westminster Review in 1865. Part 1 offers an analysis of Comte's earlier works on positivism in the natural and social sciences, while Part 2 (...) considers its application in areas such as religion and ethics. Mill states that Comte is the first philosopher who has attempted to extend positivism 'to all objects of human knowledge'. Despite being critical of a number of Comte's views, such as the exclusion of psychology from positivist science, Mill acknowledges his fellow philosopher's influence in the face of common negative perceptions of the positivist movement. J.S. Mill's deep interest in French intellectual, political, and social affairs began in 1820 when, in his fourteenth year, he went to France to live for a year with the family of Sir Samuel Bentham. French became his second language, and France his second home, where he died and was buried in 1873. His interest in history began even earlier when, as a child of seven, he tried to imitate his father's labours on the History of British India; though he (...) never wrote a history in his maturity, study of the past remained a passion and helped shape the philosophy of history that informed his views of society and ethics. His intense interest in contemporary French politics also led him to seek connections between historical developments and present trends, both seen by his from a Radical perspective approproate to what he believed to be an age of transition. The English historians of France, including Walter Scott and Thomas Carlyle, as well as the French, some of whom were themselves political figures, are judged by their historical methods, but those methods are seen as having practical effects in shaping as well as revealing the mind of the times. This volume brings together for the first time the essays, running from 1826 to 1849, that meld these abiding interests. They give as well insights into Mill's personal aspirations, his developing view of comparative politics and sociology, his concern for freedom, and his feminism. During these years Mill worked on a published his System of Logic, Book VI of which shows in condensed form the results of the speculations here developed; reading these essays with that work, which made his reputation as a philosopher, enables one to see the effects of romanticism on analytic thought in a way not as clearly evident even in Mill's Autobiography. Independently important, then, the essays in this volume also enable us to interpret anew the practical and theoretical concerns fundamental to his formative years and maturity. John C. Cairns' Introduction demonstrates how the essays reveal, through their reactions to the Revolutions of 1789, 1830, and 1848, and to French historiography, politics, and thought, the effect of France on Mill's ideas, and also the way in which his other concerns influenced his reactions to France.
